March 23, 1940 is a very important day in the history of Pakistan and India. On that day, the Muslim League, the only representative party of Muslims in the subcontinent, under the enthusiastic leadership of Quaid-e-Azam Muhammad Ali Jinnah, in its twenty-seventh annual meeting (held in Lahore) demanded the establishment of an independent and independent state to protect the rights of Muslims and They can live according to their religion. He has written about the situation here in his book "Kitab-i-Hind" that "Hindus and Muslims are completely different from each other." The main reason for this is that they are different from us in all respects and the values and nations that are common are not in them. Many Hindu customs are also different from ours. In addition, their religion is also different from ours and they do not believe in the things we believe in. They call foreigners, including Muslims, by the name of Malichh and strictly prohibit having relations with them. do, neither marry them nor sit together, nor eat nor have any kind of relationship”. Before the Lahore Resolution, Quaid-e-Azam had clearly written about the political future of India in the famous English weekly Time and Tide on March 9, 1940: "What is the political future of India?" As far as the British government is concerned, it has declared its aim that India will soon be given freedom equal to that of other members of the commonwealth, and to achieve this goal, it will establish a similar type of democracy in India. It wants to implement the constitution which it has experienced and which it thinks is the best. The basic principle of this type of constitution is that the political party that is successful in the elections should be in the hands of Annan government. This intention appears to be sound, but is highly inappropriate considering the peculiar and unusual circumstances of India
برصغیر پاک وہند کی تاریخ میں 23 مارچ 1940 کا دن نہایت اہمیت کا حامل ہے۔ اس دن برصغیر کے مسلمانوں کی واحد نمائندہ جماعت مسلم لیگ نے قائد اعظم محمد علی جناح کی ولولہ انگیز قیادت میں اپنے ستائیسویں سالانہ اجلاس (منعقدہ لاہور) میں ایک آزاد اور خودمختار مملکت کے قیام کا مطالبہ کیا تھا تاکہ مسلمانوں کے حقوق کا تحفظ ہوسکے اور وہ اپنے دین کے مطابق زندگی بسر کرسکیں۔ مسلمان برصغیر پاک و ہند میں ایک فاتح کی حیثیت سے آئے تھے۔ یہاں اپنی سلطنتیں قائم کرنے کے بعد انھوں نے بڑی رواداری کا مظاہرہ کیا اور مقامی لوگوں کی نہ تذلیل کی اور نہ ہی ان سے اچھوتوں جیسا سلوک کیا۔ دنیا میں ہندوستان واحد ملک ہے جہاں مسلمان آٹھ سو سال حکمران رہے، لیکن نہ تو انھوں نے ہندوؤں کو زبردستی مسلمان بنایا اور نہ ہی ان کے مذہبی معاملات میں مداخلت کی، یہی وجہ ہے کہ آٹھ سو سال حکومت کرنے کے باوجود وہ یہاں اقلیت میں رہے۔ آج سے ایک ہزار سال قبل البیرونی ہندوستان آیا تھا۔ اس نے یہاں کے حالات کے متعلق اپنی معرکۃ الآراء کتاب ’’کتاب الہند‘‘ میں لکھا ہے کہ ’’ہندو اور مسلمان ایک دوسرے سے قطعاً مختلف ہیں۔ اس کی خاص وجہ یہ ہے کہ وہ ہم سے ہر لحاظ سے مختلف ہیں اور جو قدریں اور قوموں میں مشترک ہیں وہ ان میں نہیں۔ ہندوؤں کے بہت سے رسم و رواج بھی ہم سے مختلف ہیں۔ اس کے علاوہ ان کا مذہب بھی ہم سے مختلف ہے اور جن چیزوں پر ہمیں اعتقاد ہے، ان کو وہ نہیں مانتے، وہ غیرملکیوں کو جن میں مسلمان بھی شامل ہیں، کو ملیچھ کے نام سے پکارتے ہیں اور ان سے تعلقات رکھنے کی سخت ممانعت کرتے ہیں، نہ ان سے شادی کرتے ہیں اور نہ ایک ساتھ بیٹھتے ہیں، نہ کھاتے ہیں اور نہ ہی کسی قسم کا تعلق رکھتے ہیں‘‘۔ قرارداد لاہور سے پیشتر قائد اعظم نے 9 مارچ 1940 کو مشہور انگریزی ہفت روزہ ٹائم اینڈ ٹائڈ میں واضح طور پر ہندوستان کے سیاسی مستقبل کے بارے میں لکھا تھا کہ ’’ہندوستان کا سیاسی مستقبل کیا ہے؟ جہاں تک حکومت برطانیہ کا تعلق ہے وہ اپنے اس مقصد کا اعلان کرچکی ہے کہ ہندوستان کو جلدازجلد State of West Minister کے مطابق دولت مشترکہ کے دوسرے ارکان کے برابر آزادی دی جائے گی اور اس مقصد کی تکمیل کے لیے وہ ہندوستان میں اسی قسم کا جمہوری آئین نافذ کرنا چاہتی ہے جس کا اسے خود تجربہ ہے اور جسے وہ سب سے بہتر سمجھتی ہے۔ اس طرز کے آئین کا بنیادی اصول یہ ہے کہ جو سیاسی جماعت انتخابات میں کامیاب ہو اسی کے ہاتھ میں عنان حکومت ہو۔ یہ ارادہ بظاہر صحیح معلوم ہوتا ہے، لیکن ہندوستان کے مخصوص اور غیر معمولی حالات کو دیکھتے ہوئے نہایت غیر مناسب ہے

And its people could not understand that a British-style parliamentary constitution was not at all suitable for India. The British nation is truly a homogeneous and united nation and the type of democracy prevailing there is based on this national uniformity and unity, but the situation in India is very different and national uniformity is missing here. So British style democracy is not suitable for this country. The main cause of India's constitutional confusion is the insistence on the establishment of unpopular and unfavorable forms of government. The meeting started. Four days before this, an unpleasant incident took place in Lahore, the Khaksars took out a procession in violation of Article 144 and the Punjab government killed many Khaksars by firing indiscriminately on them, due to which a lot of tension had spread in the city. , some people advised the Quaid-e-Azam to postpone the Jalsa, but the Quaid-e-Azam did not agree with their opinion and decided to hold the Jalsa on the scheduled date. This meeting of the Muslim League was very important from a historical point of view and more than fifty thousand delegates from all corners of India participated in this meeting. Quaid-e-Azam Muhammad Ali Jinnah presided over the meeting. On this occasion, the Quaid-i-Azam presided over the sermon. In his long speech, the Quaid-e-Azam gave a detailed overview of the political situation in the country and gave details of his talks with the Congress leaders and the reconciliation efforts. After explaining the separate status of Muslims, he said that "Hindu and Muslim are not sects but two nations."
۔ بات یہ ہے کہ ہندوستان میں حکومت کے اتنے طویل تجربے کے باوجود برطانیہ اس ملک کے حالات سے اچھی طرح واقف نہیں، حتیٰ کہ پارلیمنٹ کے اکثر ممبر بھی اس معاملے میں بالکل بے خبر ہیں، اسی لاعلمی کے باعث اب تک یہ بات برطانیہ کی حکومت اور اس کے عوام کی سمجھ میں نہ آسکی کہ برطانوی طرز کا پارلیمانی آئین ہندوستان کے لیے ہرگز مناسب نہیں۔ برطانوی قوم صحیح معنوں میں ایک یک رنگ اور متحد قوم ہے اور وہاں جس طرز کی جمہوریت رائج ہے وہ اسی قومی یک رنگی اور اتحاد کی بنیاد پر قائم ہے، مگر ہندوستان میں حالات بہت مختلف ہیں اور قومی یک رنگی یہاں مفقود ہے۔ لہٰذا برطانوی طرز کی جمہوریت اس ملک کے لیے بالکل موزوں نہیں۔ ہندوستان کی آئینی الجھنوں کا بنیادی سبب یہی ہے کہ یہاں ناموزوں اور ناموافق طرز حکومت کے قیام پر اصرار کیا جارہا ہے۔''22 مارچ 1940 کو لاہور کے مشہور منٹو پارک میں جسے اب اقبال پارک کہا جاتا ہے، مسلم لیگ کا کل ہند سالانہ اجلاس شروع ہوا۔ اس سے چار روز پیشتر لاہور میں ایک ناخوشگوار واقعہ پیش آیا، خاکساروں نے دفعہ 144 کی خلاف ورزی کرتے ہوئے جلوس نکالا اور حکومت پنجاب نے ان پر اندھا دھند فائرنگ کرکے متعدد خاکساروں کو شہید کردیا، اس وجہ سے شہر میں کافی کشیدگی پھیل چکی تھی ، بعض لوگوں نے قائد اعظم کو جلسہ ملتوی کرنے کا مشورہ دیا، لیکن قائد اعظم نے ان کی رائے سے اتفاق نہیں کیا اور جلسہ مقررہ تاریخ پر منعقد کرنے کا فیصلہ کیا۔ مسلم لیگ کا یہ اجلاس تاریخی لحاظ سے بہت اہم تھا اور اس اجلاس میں ہندوستان کے کونے کونے سے پچاس ہزار سے بھی زائد مندوبین نے شرکت کی۔ اجلاس کی صدارت قائد اعظم محمد علی جناح نے کی۔ اس موقع پر قائد اعظم نے فی البدیہہ خطبہ صدارت دیا۔ اپنی طویل تقریر میں قائد اعظم نے ملک کے سیاسی حالات کا تفصیلی جائزہ لیا اور کانگریسی لیڈروں سے اپنی گفتگو اور مفاہمت کی کوششوں کی تفصیلات بتائیں۔ اس کے بعد مسلمانوں کی علیحدہ حیثیت کی وضاحت کرتے ہوئے کہا کہ ’’ہندو اور مسلم فرقے نہیں بلکہ دو قومیں ہیں

Western democracy cannot succeed here because India is not inhabited by only one nation. Since Hindus are in majority here, no constitutional protection of any kind can protect the interests of Muslims. These interests can be protected only by dividing India into Hindu and Muslim India. This is the only solution to the Hindu-Muslim problem. If any other solution is imposed on the Muslims, they will not accept it under any circumstances." After this historic speech of Quaid-i-Azam, on 23rd March 1940, Sher Bengal Maulvi Fazlul Haque presented the historic resolution known as the Lahore Resolution, which later became the basis for the establishment of Pakistan. The resolution demanded that "no constitutional scheme shall be acceptable to the Muslims unless the territories comprising the geographically contiguous and contiguous units of India are demarcated and the necessary territorial adjustments are made and That The north-west and north-east regions of India, where Muslims are the majority, should be declared independent states. In which the affiliated units are independent and competent and that appropriate, effective and clear provisions should be made in the constitution for the protection of the religious, cultural, economic, political, administrative and other rights and interests of the minorities of these units. And in the areas of India where Muslims are in minority, their religious, cultural, economic, political, administrative and other rights and interests should be guaranteed in consultation with them and other minorities. The Hindus mockingly named the Lahore Resolution as the Pakistan Resolution and expressed great anger, but the Muslims paid no heed to them and continued to march towards their destination under the leadership of Quaid-e-Azam. He was sure that the destination was not far. Ultimately, as a result of the efforts of Quaid-i-Azam Muhammad Ali Jinnah, the world's largest Islamic state "Pakistan" was established on August 14, 1947. The creation of Pakistan was neither a mere historical accident nor a political victory, rather it was the result of the desire of the Muslims of India to maintain their separate identity. In fact, under the leadership of Quaid-i-Azam, the Muslims of the subcontinent saved their civilization, religious values and culture by creating Pakistan, otherwise the fate of Muslims in united India would have been the same as that of Muslims in Spain.
۔ اس لیے ہندوستان میں پیدا ہونے والے مسائل فرقہ وارانہ نہیں بلکہ بین الاقوامی نوعیت کے ہیں۔ ہندوستان کے مسلمان آزادی چاہتے ہیں، لیکن ایسی آزادی نہیں جس میں وہ ہندوؤں کے غلام بن کر رہ جائیں۔ یہاں مغربی جمہوریت کامیاب نہیں ہوسکتی کیونکہ ہندوستان میں صرف ایک قوم نہیں بستی۔ چونکہ یہاں ہندو اکثریت میں ہیں اس لیے کسی بھی نوعیت کے آئینی تحفظ سے مسلمانوں کے مفادات کی حفاظت نہیں ہوسکتی۔ ان مفادات کا تحفظ صرف اس طرح ہوسکتا ہے کہ ہندوستان کو ہندو اور مسلم انڈیا میں تقسیم کردیا جائے۔ ہندو مسلم مسئلے کا صرف یہی حل ہے اگر مسلمانوں پر کوئی اور حل ٹھونسا گیا تو وہ اسے کسی صورت میں بھی قبول نہیں کریں گے‘‘۔ قائد اعظم کی اس تاریخی تقریر سے اگلے روز یعنی 23 مارچ 1940 کو شیر بنگال مولوی فضل الحق نے وہ تاریخی قرارداد پیش کی جسے قرارداد لاہور کہا جاتا ہے جو آگے چل کر قیام پاکستان کی بنیاد قرار پائی۔ اس قرارداد میں مطالبہ کیا گیا کہ ''کوئی بھی دستوری خاکہ مسلمانوں کے لیے اس وقت تک قابل قبول نہیں ہوگا جب تک ہندوستان کے جغرافیائی اعتبار سے متصل وملحق یونٹوں پر مشتمل علاقوں کی حد بندی نہ کی جائے اور ضروری علاقائی ردوبدل نہ کیا جائے اور یہ کہ ہندوستان کے شمال مغربی اور شمال مشرقی علاقوں میں جہاں مسلمانوں کی اکثریت ہے انھیں خودمختار ریاستیں قرار دیا جائے. جس میں ملحقہ یونٹ خودمختار اور مقتدر ہوں اور یہ کہ ان یونٹوں کی اقلیتوں کے مذہبی، ثقافتی، اقتصادی، سیاسی، انتظامی اور دیگر حقوق و مفادات کے تحفظ کے لیے ان کے صلاح و مشورے سے دستور میں مناسب و موثر اور واضح انتظامات رکھے جائیں اور ہندوستان کے جن علاقوں میں مسلمان اقلیت میں ہیں وہاں ان کے اور دیگر اقلیتوں کے صلاح مشورے سے ان کے مذہبی، ثقافتی، اقتصادی، سیاسی، انتظامی اور دیگر حقوق و مفادات کے تحفظ کی ضمانت دی جائے''۔ قرارداد لاہور کو ہندوؤں نے طنزیہ طور پر قرارداد پاکستان کا نام دے دیا اور بے حد غم و غصے کا اظہار کیا، لیکن مسلمانوں نے ان کی کوئی پروا نہ کی اور قائداعظم کی قیادت میں رواں دواں منزل مقصود کی طرف بڑھتے رہے۔ انھیں یقین واثق تھا کہ منزل دور نہیں۔ بالآخر قائد اعظم محمد علی جناح کی کوششوں کے نتیجے میں 14 اگست 1947 کو دنیا کی سب سے بڑی اسلامی مملکت ’’پاکستان‘‘ کا قیام عمل میں آیا۔ پاکستان کا قیام محض ایک تاریخی حادثہ نہ تھا اور نہ ہی سیاسی فتح بلکہ یہ ہندوستان کے مسلمانوں کی اپنے جداگانہ تشخص کو برقرار رکھنے کی خواہش کا ثمر تھا۔ درحقیقت قائد اعظم کی قیادت میں برصغیر کے مسلمانوں نے پاکستان بناکر اپنی تہذیب، مذہبی اقدار اور ثقافت کو بچالیا ورنہ متحدہ ہندوستان میں مسلمانوں کا وہی حشر ہوتا جو اسپین میں مسلمانوں کا ہوا۔

On March 23, 1940, the annual meeting of the Muslim League was held at Minto Park in Lahore, which is now known as Iqbal Park. It was presided over by Quaid-e-Azam Muhammad Ali Jinnah. The meeting was attended by a large number of Muslim League leaders from all over India. In the meeting, Muslim League leaders highlighted the fundamental difference between Muslims and Hindus and emphasized the need for a separate homeland for Muslims. Dad was named Lahore. Which was supported by Chaudhry Khaliq-ul-Zaman, Sir Abdullah Haroon, Maulana Zafar Ali Khan, Nawab Ismail, Sardar Aurangzeb, Begum Muhammad Ali Johar and Qazi Isa. This resolution had four paragraphs and it consisted of four hundred words. The resolution said. It said: “The All India Muslim League is of the opinion that no constitutional scheme will be practicable and acceptable to the Muslims in this country unless it is framed on the following principles, viz., geographically distinct areas. should be demarcated in such a way that the areas where there is a majority of Muslims should be formed as independent states such as the north-western and eastern parts of India. These states should be independent and powerful. In these new states, the religious, religious, Adequate and effective protection of administrative, cultural, political and other rights should be clearly presented in the constitution with their advice. Minar Pakistan located in Lahore is a renewal of the promise that our elders and our leaders made to their nation in the form of this resolution on March 23, 1940. The most interesting thing about this resolution is that nowhere in the resolution is Pakistan The word was not used. The people of Muslim League named this resolution Lahore resolution. But in response to this resolution, the Hindus made a lot of noise and their newspapers named this resolution Pakistan Resolution instead of Lahore Resolution. But with time, that resolution was really called Pakistan Resolution.
ہم ہر سال 23 مارچ کا دن بڑی دھوم دھام سے مناتے ہیں۔ملک بھر میں چراغاں کیا جاتا ہے۔ فوجی پریڈ ہوتی ہے۔ ملک بھر میں مکمل تعطیل ہوتی ہے۔کیونکہ یہ دن پاکتانی تاریخ کا ایک اہم ترین دن ہے۔ مگرہم اس کی اہمیت کے حوالے سے اپنے بچو ں اور اپنی آئندہ آنے والی نسلوں کو اس دن کے بارے تفصیلی تعارف نہیں کراتے بلکہ سچ تو یہ ہے کہ بہت سے بزرگ بھی 23 مارچ کی اہمیت سے کم واقف ہیں۔23مارچ، پاکستان کی تاریخ میں دو واقعات کی وجہ سے انتہائی اہمیت کا حامل ہے۔ پہلا واقعہ قرار داد پاکستان اور دوسرا اسلامک ریپبلک آف پاکستان کا عملی طور پر وجود میں آنا۔ 23 مارچ 1940 کو لاہور کے منٹو پارک ،جو آج اقبال پارک کہلاتا ہے، میں مسلم لیگ کا سالانہ اجلاس ہوا۔جس کی صدارت قائد اعظم محمد علی جناح نے کی ۔اجلاس میں پورے ہندستان سے مسلم لیگی لیڈروں نے بہت بڑی تعداد میں شرکت کی ۔اجلاس میں مسلم لیگی لیڈروں نے مسلمانوں اور ہندوئوں کے درمیان بنیادی فرق پر روشنی ڈالی اور مسلمانوں کے لئے ایک علیحد ہ وطن کے قیام کی ضرورت پرزور دیا۔اس اجلاس میں شیر بنگال اے کے فضل ا لحق نے ایک قرار داد پیش کی جسے قرار داد لاہور کا نام دیا گیا۔ جس کی تائید چوہدری خلیق الزمان، سر عبداﷲہارون،مولانا ظفر علی خان، نواب اسمعیل،سردار اورنگزیب، بیگم محمد علی جوہر اور قاضی عیسیٰ نے کی۔اس قرارداد کے چار پیراگراف تھے اور یہ چار سو الفاظ پر مشتمل تھی۔قرار داد میں کہا گیا کہ: ’’آل انڈیا مسلم لیگ کی یہ رائے ہے کہ کوئی بھی آئینی منصوبہ اس ملک میں قابل عمل اور مسلمانوں کے لئے قابل قبول نہیں ہو گا تا وقتیکہ وہ مندرجہ ذیل اصولوں پر وضع نہ کیا گیا ہو یعنی جغرافیائی طور پر مختلف علاقوں کی حد بندی اس طرح کی جائے کہ وہ علاقے جہاں مسلمانوں کی اکثریت ہے کی تشکیل آزاد ریاستوں کی شکل میں کی جائے جیسے ہندستان کے شمال مغربی اور مشرقی حصے۔یہ ریاستیں خود مختار اورمقتدر ہوں ۔ان نئی ریاستوں میں اقلیتوں کے مذہبی، تقافتی، انتظامی، ثقافتی ، سیاسی اوراور دیگر حقوق کا مناسب اور موثر تحفط ان کے مشورے سے آئین میں صراحت کے ساتھ پیش کیا جائے‘‘۔ لاہور میں واقع مینار پاکستان اسی عہد کی تجدید ہے جو ہمارے بزرگوں اور ہمارے قائدین نے 23 مارچ1940کو اس میدان میں اس قرارداد کی شکل میں اپنی قوم سے کیا تھا۔اس قرار داد کی سب سے دلچسپ بات یہ ہے کہ قرارداد میں کہیں بھی پاکستان کا لفظ استعمال نہیں ہوا تھا۔مسلم لیگ کے لوگوں نے اس قرارداد کو قرار داد لاہور کا نام دیا تھا۔ مگر اس قرارداد کے ردعمل میںہندوئوں نے بہت زیادہ شور مچایا اور ان کے اخبارات نے اس قرار داد کو قرارداد لاہور کی بجائے قرار داد پاکستان کا نام دے دیا۔مگر وقت کے ساتھ وہ قرار داد واقعی ہی قرار داد پاکستان ہی کہلائی۔

Under this act, the constitutional head of the country was declared to be the Crown of Great Britain. So from 14th August 1947 to 6th February. Until 1952, King George VI was the constitutional head of Pakistan. After his death on February 6, the new Queen Elizabeth II of Great Britain was the constitutional head of the country from February 7, 1952 to March 23, 1956. At that time, the British crown was prominent on the blue flag of Pakistan. After slavery, on March 23, 1956, the period of England's constitutional slavery ended completely and the Islamic Republic of Pakistan came into being with a new constitution. This is the second major and important event that took place on March 23, 1956. In the nine years from 1947 to 1956, there were four Governor Generals in Pakistan. The first honorable Quaid-e-Azam Muhammad Ali Jinnah who was the Governor General for one year and twenty-eight days until 11 September 1948. The second was Khawaja Nazimuddin who was the Governor General for three years and thirty-three days until 17 October 1951. The third Ghulam Muhammad who was the Governor General for three years and two hundred and ninety four days till August 7, 1955. The fourth and last governor-general was Sikandar Mirza who ruled for 229 days until March 23, 1956. On March 23, after the dissolution of the constitution and the complete end of the British rule, Sikandar Mirza became the first president of Pakistan. This first constitution was adopted by minorities and some political parties. Because it was not acceptable, they openly opposed it. Ayub Khan gave a new constitution in 1962. This constitution was also controversial. After the partition of Pakistan, Bhutto gave a new and unified constitution to Pakistan in 1973, which is still in force today after minor changes. For a few days, people are feeling from the government's actions that there is no constitution in this country. The fact is that the constitution is complete, but the lust for power in the hearts of the rulers of this country has increased so much that they do not care about the constitution. However, violating the constitution is an attempt to kill oneself. Court is bound to implement this constitution. At present a certain group is in control of practically everything and they are using every tactic to extend their power. The people of this country are looking towards the Supreme Court with the belief that justice will be done soon and everyone will see it.
اس ساری جدوجہد کے نتیجے میں حکومت برطانیہ نے 3 جون1947کو ہندستان کی دو حصوں یعنی پاکستان اور بھارت میں تقسیم کا باقاعدہ اعلان کر دیا۔جس کے نتیجے میں 14 اور 15 اگست کی درمیانی رات یہاں دو آزاد ملک وجود میں آئے۔ پاکستان 14اگست کو اور بھارت 15 اگست کو۔قائد اعظم محمد علی جناح اس نئے ملک پاکستان کے پہلے گورنر جنرل اور لیاقت علی خان اس ملک کے پہلے وزیر اعظم مقرر ہوئے ۔چونکہ اس وقت ملک میںکوئی آئین نہیں تھا۔ اس لئے ملک کے انتظامات چلانے کے لئے گورنمنٹ آف انڈیا ایکٹ 1935کا سہارا لیا گیا اور کچھ تبدیلی کے ساتھ اسے جاری رکھا گیا۔اس ایکٹ کے تحت ملک کا آئینی سربراہ برطانیہ کے Crown کو قرار دیا گیا۔چنانچہ 14 اگست1947 سے لے کر 6 فروری 1952 تک کنگ جارج VI پاکستان کے آئینی سربراہ رہے۔ 6 فروری کو ان کی وفات کے بعد 7 فروری 1952 سے 23 مارچ 1956 تک برطانیہ کی نئی ملکہ الزبتھ II اس ملک کی آئینی سربراہ تھیں ۔اس وقت پاکستان کے نیلے جھنڈے پر برطانوی تاج بڑا نمایاں نظر آتا تھا۔تقریباً نو سال کی اس آئینی غلامی کے بعد 23مارچ 1956کو انگلینڈ کی آئینی غلامی کا دور مکمل ختم ہو گیا اور ایک نئے آئین کے ساتھ اسلامک ریپبلک آف پاکستان وجود میں آیا۔یہ دوسرا بڑا اہم اور بڑا واقعہ ہے جو 23 مارچ 1956کو وقوع پذیر ہوا۔ 1947 سے لے کر 1956 تک نو سالوں میںپاکستان میں چار گورنر جنرل رہے۔ پہلے محترم قائد اعظم محمد علی جناح جو 11 ستمبر 1948 تک ایک سال اور اٹھائیس دن گورنر جنرل ر ہے۔دوسرے خواجہ ناظم الدین جو 17اکتوبر 1951 تک تین سال اور تیتیس دن گورنر جنرل رہے۔ تیسرے غلام محمد جو 7 اگست 1955 تک تین سال اور دو سو چورانوے دن گورنر جنرل رہے ۔ چوتھے اور آخری گورنر جنرل سکندر مرزا تھے جو 23 مارچ 1956 تک 229 دن حکمران رہے۔23 ماچ کو آئین کے نفاد کے بعداور برطانوی راج کے مکمل خاتمے پر سکندر مرزا پاکستان کے پہلے صدر قرار پائے۔یہ پہلا آئین اقلیتوں اور کچھ سیاسی پارٹیوں کے لئے قابل قبول نہ تھا، انہوں نے کھل کر اس کی مخالفت کی۔ ایوب خان نے 1962 میں ایک نیا آئین دیا۔یہ آئین بھی متنازعہ رہا۔ پاکستان کے دو لخت ہونے کے بعد بھٹو نے 1973 میں پاکستان کو ایک نیا اور متفقہ آئین دیاجو تھوڑی بہت تبدیلی کے بعد آج بھی نافد العمل ہے۔ چند دنوں سے لوگ حکومتی اقدامات سے محسوس کر رہے ہیں کہ جیسے اس ملک میں کوئی آئین نہیں۔ حقیقت یہ ہے کہ آئین تو پوری طرح ہے مگر اس ملک کے حکمرانوں کے دل میں اقتدار کی ہوس اس قدر بڑھ چکی ہے کہ وہ آئین کی پرواہ ہی نہیں کر رہے۔حالانکہ آئین کی خلاف ورزی خود کو ہلاکت میں ڈالنے کی سعی ہے۔سپریم کورٹ اس آئین پر عملدرآمد کروانے کا پابند ہے۔اس وقت عملی طور پر ایک مخصوص گروپ ہر چیز پر قابض ہے اور وہ اپنے اقتدار کو طول دینے کے لئے ہر حربہ استعمال کر رہے ہیں۔ اس ملک کے لوگ سپریم کورٹ کی طرف دیکھ رہے ہیں اس یقین کے ساتھ کہ جلد انصاف ہو گا اور سب کو نظر بھی
