Cambodia confident over food security, MAFF says

Synopsis: In terms of food security, the country has enjoyed a surplus production since the 1990s and now produces enough not only for domestic consumption but also for export.

The Ministry of Agriculture, Forestry and Fisheries (MAFF) Monday confirmed that Cambodia has sufficient capacity to ensure national food security and urged the public not to worry about potential shortages or rising food prices.

Cambodia today is no longer the Cambodia of 30-40 years ago. In terms of food security, particularly rice, the country has enjoyed a surplus since the 1990s and now produces enough not only for domestic consumption but also for export, said MAFF spokesperson Khim Finan.

In a social media post yesterday, Finan, who is also an Undersecretary of State of MAFF, noted that Cambodia produces not only rice but also vegetables. By last year, the country was able to meet 80 percent of its domestic vegetable demand, and it is now also self-sufficient in meat production. These agricultural products play a critical role in ensuring national food security, and the country is not currently facing any significant issues.

“Cambodia has built the capacity to be self-reliant,” Finan said, adding, “Even if imports were to stop, we could survive on our own. This is not by chance, Cambodia has been preparing for years, starting from the leadership of Samdech Techo Hun Sen, and previously Ministers of Agriculture who laid the foundation for the country’s food security. When challenges arise, we see that we are capable of managing without any problems.”

He added that the Ministry of Agriculture serves as the lead agency in implementing the government’s fifth priority policy program, which focuses on maintaining price stability.

“Vegetables, fish, meat, rice, and other agricultural products that we consider the foundation of food security and consume daily in large quantities are closely monitored by the Ministry. So far, there has been no indication of any price increases for these essential goods,” said Finan.

At the same time, he noted that a slight increase in prices can actually be beneficial. In the absence of imports, higher prices for domestic products can serve as an incentive for local producers to increase their output. This aligns with the principles of a free market economy, where the balance between supply and demand determines prices.

Finan added that Cambodia is progressing toward a stage where it can ensure the availability of all essential agricultural products at reasonable prices with a stable and sufficient supply.

Separately, Ministry of Agriculture and People in Need Cambodia signed a Memorandum of Understanding (MoU) Monday on the project of “Accelerating Sustainability in Cambodia’s Agri-Food System (ASCA), presided over by Sar Chetra, Secretary General of the Ministry of Agriculture.

According to the statement of MAFF, Chetra stated that an MoU has been prepared to support collaboration on this initiative, which is funded by the European Union through the SWITCH-Asia programme. The project will begin in 2025 and run until the end of 2027.

“The project aims to accelerate the transition toward a sustainable agri-food system by promoting the use of carbon-based fertilisers and green agricultural technologies,” he said. “These innovations are expected to reduce greenhouse gas emissions, improve resource efficiency, and stimulate economic growth in rural Cambodia.”
