Cambodia Condemns Thai Military Remarks on Planned Seizure of Cambodian Territory, Openly Violating Ceasefire

The Ministry of National Defence has strongly condemned remarks by the Commander of Thailand’s 2nd Army Region, Boonsin Padklang, for openly announcing plans to seize Cambodian territory, a clear violation of the ceasefire agreement.

According to the ministry spokesperson, in a statement issued late last night, Lt Gen. Boonsin, speaking just 51 days before his retirement, outlined his “pre-retirement plan” with two objectives: “To seize Ta Krabei Temple from Cambodia’s lawful control” and “to declare the closure of Ta Mone Thom Temple, which lies within the sovereignty and territorial integrity of Cambodia.”

In a press statement, the ministry described the declaration as “irrefutable evidence confirming the deliberate instigation and premeditated attempt to invade Cambodian territory.”

The spokesperson said the remarks violate both the ceasefire agreement reached at a Special Meeting on 28 July 2025 and “the spirit of the Extraordinary Meeting of the Cambodia–Thailand General Border Committee (GBC) held on 7 August 2025 in Malaysia.”

At that GBC meeting, both sides had “agreed—particularly under Point 2—that both sides would maintain current troop deployments without further movement as they stood at the time the ceasefire was reached at 24:00 hours (local time) on 28 July 2025. There shall be no troop movements, including patrols, towards the other side’s position.”

Reaffirming Phnom Penh’s stance, the ministry said: “Cambodia wishes to reaffirm its firm position in seeking resolution through peaceful means, upholding the principle of peace as paramount, and strictly implementing the ceasefire. Cambodia hopes that the Thai side will adopt the same sincere position in order to fully end all confrontations and restore peace, normalcy, and peaceful living for the peoples of both countries.”

The ministry also urged the international community, especially countries involved in brokering the current truce, to press Thailand to honour its commitments.

“The Ministry of National Defence calls on the international community—particularly partner countries that have worked hard to help achieve this difficult ceasefire—to strongly encourage the Thai side to respect the ceasefire agreement, not only in words but also in concrete actions, by ending all violations and dismantling and immediately removing all the obstacles and installations they have illegally placed inside Cambodian sovereign territory,” the statement read.

The ministry’s spokesperson said the border remains calm and stable, urging both sides to focus on improving the situation rather than taking actions that could hinder peace, stability, and normal relations—goals welcomed by both nations and the international community following the ceasefire and recent border talks.

យោងតាមអ្នកនាំពាក្យក្រសួង នៅក្នុងសេចក្តីថ្លែងការណ៍មួយដែលបានចេញផ្សាយកាលពីយប់មិញ ឧត្តមសេនីយ៍ឯក ប៊ុន ស៊ីន ដែលនិយាយត្រឹមតែ ៥១ ថ្ងៃមុនពេលចូលនិវត្តន៍នោះ បានគូសបញ្ជាក់ពី "ផែនការមុនចូលនិវត្តន៍" របស់គាត់ដោយមានគោលបំណងចំនួនពីរគឺ "ដើម្បីដណ្តើមយកប្រាសាទតាក្របីពីការគ្រប់គ្រងស្របច្បាប់របស់កម្ពុជា" និង "ដើម្បីប្រកាសបិទប្រាសាទតាមាន់ធំ ដែលស្ថិតនៅក្នុងដែនអធិបតេយ្យភាពនៃប្រទេសកម្ពុជា"។

នៅក្នុងសេចក្តីថ្លែងការណ៍មួយ ក្រសួងបានពណ៌នាសេចក្តីប្រកាសនេះថាជា “ភស្តុតាងដែលមិនអាចប្រកែកបានដែលបញ្ជាក់ពីការញុះញង់ដោយចេតនា និងការប៉ុនប៉ងគិតទុកជាមុនដើម្បីឈ្លានពានទឹកដីកម្ពុជា”។

អ្នកនាំពាក្យបាននិយាយថា ការកត់សម្គាល់នេះបំពានទាំងកិច្ចព្រមព្រៀងឈប់បាញ់ដែលសម្រេចបាននៅក្នុងកិច្ចប្រជុំពិសេសមួយនៅថ្ងៃទី 28 ខែកក្កដា ឆ្នាំ 2025 និង "ស្មារតីនៃកិច្ចប្រជុំវិសាមញ្ញនៃគណៈកម្មាធិការព្រំដែនទូទៅកម្ពុជា-ថៃ (GBC) ដែលធ្វើឡើងនៅថ្ងៃទី 7 ខែសីហា ឆ្នាំ 2025 នៅប្រទេសម៉ាឡេស៊ី"។

នៅក្នុងកិច្ចប្រជុំ GBC នោះ ភាគីទាំងពីរបានឯកភាពគ្នា ជាពិសេសនៅក្រោមចំណុចទី 2 ថាភាគីទាំងពីរនឹងរក្សាការដាក់ពង្រាយកងទ័ពបច្ចុប្បន្ន ដោយគ្មានចលនាបន្ថែមទៀត ខណៈដែលពួកគេបានឈរនៅពេលដែលបទឈប់បាញ់ត្រូវបានឈានដល់នៅម៉ោង 24:00 (ម៉ោងក្នុងតំបន់) នៅថ្ងៃទី 28 ខែកក្កដា ឆ្នាំ 2025។ មិនត្រូវមានចលនាកងទ័ព រួមទាំងការល្បាតឆ្ពោះទៅកាន់ទីតាំងរបស់ភាគីម្ខាងទៀតឡើយ។

ដោយបញ្ជាក់ពីជំហររបស់រាជធានីភ្នំពេញ ក្រសួងមានប្រសាសន៍ថា៖ «កម្ពុជាចង់បញ្ជាក់ឡើងវិញនូវជំហររឹងមាំរបស់ខ្លួនក្នុងការស្វែងរកដំណោះស្រាយដោយសន្តិវិធី ប្រកាន់យកគោលការណ៍សន្តិភាពជាគោល និងអនុវត្តបទឈប់បាញ់យ៉ាងម៉ឺងម៉ាត់។

ក្រសួងក៏បានជំរុញឱ្យសហគមន៍អន្តរជាតិ ជាពិសេសបណ្តាប្រទេសដែលពាក់ព័ន្ធនឹងបទឈប់បាញ់នាពេលបច្ចុប្បន្ននេះ ឱ្យដាក់សម្ពាធលើប្រទេសថៃឱ្យគោរពការប្តេជ្ញាចិត្តរបស់ខ្លួន។

ក្រសួងការពារជាតិ អំពាវនាវដល់សហគមន៍អន្តរជាតិ ជាពិសេសប្រទេសជាដៃគូ ដែលបានខិតខំជួយសម្រេចបានបទឈប់បាញ់ដ៏លំបាកនេះ លើកទឹកចិត្តឱ្យភាគីថៃ គោរពកិច្ចព្រមព្រៀងបទឈប់បាញ់ មិនត្រឹមតែពាក្យសំដីប៉ុណ្ណោះទេ ថែមទាំងធ្វើសកម្មភាពជាក់ស្តែង ដោយបញ្ចប់រាល់ការរំលោភបំពាន និងរុះរើ និងដកចេញជាបន្ទាន់នូវរាល់ឧបសគ្គ និងការដំឡើងដែលពួកគេបានដាក់ដោយខុសច្បាប់នៅក្នុងបូរណភាពទឹកដីកម្ពុជា។

អ្នកនាំពាក្យក្រសួងបាននិយាយថា ព្រំដែននៅតែមានភាពស្ងប់ស្ងាត់ និងស្ថិរភាព ដោយជំរុញឱ្យភាគីទាំងពីរផ្តោតលើការកែលម្អស្ថានភាព ជាជាងចាត់វិធានការដែលអាចរារាំងសន្តិភាព ស្ថិរភាព និងទំនាក់ទំនងធម្មតា ដែលជាគោលដៅស្វាគមន៍ដោយប្រទេសទាំងពីរ និងសហគមន៍អន្តរជាតិ បន្ទាប់ពីបទឈប់បាញ់ និងការចរចាព្រំដែននាពេលថ្មីៗនេះ។
