The Ballon d'Or winner Alexia Putellas of Barcelona finished third and Chelsea attacker Sam Kerr placed second.
German contender Alexandra Popp and France and Lyon captain Wendie Renard were the other candidates on the five-player shortlist for the BBC World Service award.
After a shortlist was chosen by a sizable group of international specialists in the field—coaches, players, administrators, and journalists—fans cast their votes on the BBC Sport website.
Beth Mead
Mead received the accolade from Ellen White, the Lionesses' all-time highest scorer, after she was informed of her 29 goals in 49 games for England. "I think she can go on to score so many goals for England, the sky is the limit for her," White told BBC Sport.
With 11 goals for Arsenal, Mead had the third-highest goal total in the Women's Super League last season.
The striker took that form with England to the Euros, and after she assisted the Lionesses in winning their first-ever major title, she was voted player of the event.
With six goals, she tied Germany's Popp for the most goals scored, but it was her four assists that earned her the Golden Boot.
Leah Williamson, the England captain and Mead's teammate at Arsenal, said it had been "a joy" to play with Mead for club and country.
"I've been admiring Beth. She's had a tremendous year, and I'm delighted she's received credit because these are the moments we play for. What you see is what you get with her "Williamson remarked.
"It's a fantastic feeling for the team when a forward is on fire, like she was throughout that tournament, because you know that as long as you play well enough, the time or the moment will arrive. Over the past 12 months, she's been a force of nature for England."
