Renting In Accra
Someone rented a room and payed 2 years advance. He wanted to move out after a year, but the landlord wouldn’t pay the remainder because that’s not what they agreed on. The guy then rented the place to my friend for the remaining year.

At the end of the year, my friend approached the landlord so he could start paying monthly rent. The landlord says he wants another 2 years advance since my friend is technically a new tenant. My friend told him he can’t afford 2 years, and also he wasn’t interested and he only wants 6 months. The landlord said ok and took the 6 months advance.
A week later, the landlord told him he’s got a tenant who was going to pay 2 years advance so my friend should move out. My friend asked for the 6 months advance he paid, and the landlord said he would give to him when he moves out. My friend finally moved out after 2 weeks and then requested for his 6 months advance.
Now the issue is, the landlord says my friend delayed in moving out, and now the guy who was ready to pay the 2 years advance has gotten someplace else. The room is now vacant, so my friend should wait until he gets someone to occupy the room, that’s when he I’ll get the money to refund my friend.
My friend went to the police station, and they told him they don’t handle rent issues. He then went to rent control office, and they told him his place was too far, and also the person to go with him isn’t around. Don't know if it's because my friend doesn't look rich. Will it be appropriate to use an external force to try and get this money since he’s not getting any help from those who are supposed to help?
