Coach Paolo Bento announced the 26-member squad for the World Cup on Saturday.
Heung-min was in the starting XI for Tottenham Hotspur's 2-1 win over Marseille in the Champions League earlier this month. He was taken off in the 23rd minute due to an injury to his left eye in a collision with an opponent player.
Heung-min underwent surgery last Friday to repair the injury. Since then, doubts arose about the possibility of Heung-min playing in the World Cup. However, he himself recently said on Instagram that he is fit to play on the world's best stage.
Regarding playing in the World Cup, the 26-year-old forward said that if necessary, he will play with a protective mask.
Bento said in the press conference after the selection of the team that they are still not sure when Heung-min will join the training or in which match he can play. They will take the final decision considering the recovery process.
Korea, who played in the knockout round in the last 2010 tournament, is in the 'H' group in this tournament. Their opponent in the first match is Uruguay.
The other two teams in this group are Portugal and Ghana.
