## The independence of any independent sovereign state is only meaningful when political and economic activity works independently. After the independence of the country, the Chittagong Hill Tracts problem became a problem due to obstruction to the country's progress. Later, Nabidigonta was introduced to solve the Chittagong Hill Tracts problems in various steps taken by the government. In the office of the Prime Minister of the then Awami League government, on December 2, 1997, a peace treaty was signed on 10 December, at around 10:40 am, with the Shanti Bahini committed suicide for almost two decades.

In this peace treaty, the Chief Whip and National Committee on Chittagong Hill Tracts Affairs Committee Abul Hasnat Abdullah and Jatiyarindra Bodhipriya Larma alias Santu Larma, president of the Association for the Hill Jana Sanghati Samity, signed the agreement for the government. Between 1975-1977, Shanti Bahini is more organized in military terms. The Shantibahan, organized in 1976, is in conflict with the army in the Chittagong Hill Tracts. The government of that time decided to suppress the movement of the rights of the Pahari on the military. From 1979 to 1982, the government rehabilitated nearly 200,000 poor landless people from other areas in the CHT. This incident makes the pahari panic. In addition to Manabendra Larma in the 60's, 70's and 80's, those who played a special role in the development of Jumma nationalism in Chittagong Hill Tracts, are Bihari Khasa, Gyanendra Bikash Chakma, Virendra Kishore Rowaja.

## In the year 1985, under the leadership of General HM Ershad, the first Jana Sanghati Samity was discussed to end the Chittagong Hill Tracts. Until 1988, this peace talks continued. At this time on July 2, 1989, the local government council was formed under the Chittagong Local Government Council Act of Chittagong Hill Tracts (Rangamati, Bandarban and Khagrachari). Arrangements for the selection of this council chairman were kept from the tribal people. The rules are to hold 30 members in every district. One-third of which is Bengali and two-thirds of different tribal populations. But Santu Larma-led Shanti Bahini strongly opposes this proposal. As a result, 22 types of power transfer in the hands of this council failed. Later, when the BNP government came to power in 1991, a 13-point meeting with the peace forces was held until 1995. After the Awami League government assumed power on June 22, 1996, he again took the initiative to negotiate with the peace process. In order to establish peace in Chittagong Hill Tracts and solve political problems, the then Prime Minister formed a National Committee on September 30, 1996.
