They sit next to open cafes and hypnotize people with their eyes.  Usually this happens in the cafe on floor 3 and 4, below, they're not going down. It is rare that in an open cafe on the first or second floor you will fly a Seagull.  In my eyes in Üsküdar Seagull on the 4th floor café Mado snatched food right from the plates of the visitor.
