Kholafaye Rashedin's views on counseling.

Kholafaye Rashedin was of the view that the members of the Shura had the right to express their views freely. In this regard, Omar Radiyallahu Ta'ala Anhu in his inaugural address of a consultative meeting expressed the policy of Khilafah in this way.

What I have done for you is nothing more than that you will join me in carrying the burden of your work which has been entrusted to me. I am one of you. Today you are the ones who acknowledge the truth.

Those of you who wish to disagree with me; Again, those who wish can agree with me. There is no need for you to support my opinion and I do not want that.

Baitul Maal is a deposit
They considered Baitulmal as the trust of Allah and the people. They did not consider it permissible to enter or leave the house illegally. According to them, the use of Baitulmal for the personal interests of the ruling class was forbidden. According to them, the basic difference between the caliphate and the monarchy was that the kings used the national treasury as their personal property and used it freely as they wished.

And the caliph considered him as the trust of Allah and the people and according to the principle of true justice he would collect one penny and spend it according to the principle of true justice. Hazrat Omar (may Allah be pleased with him) once asked Hazrat Salman (may Allah be pleased with him) whether I am a king or a caliph.

In another context, Hazrat Omar (may Allah be pleased with him) once said in his Majlis, By Allah, I still do not understand whether I am a king or a caliph. Hazrat Omar (may Allah be pleased with him) asked what is the difference.

He said that the caliph does not accept anything unjustly and does not spend anything unjustly. By the grace of Allah you are similar. And the king oppresses the people, unjustly recovers from one, and unjustly gives to another.

Kholafaye Rashedin's actions in this regard are noteworthy. The day after Hazrat Abu Bakr Radiyallahu Ta'ala Anhu became the Caliph, he went out to sell clothes on his shoulders. Because before the caliphate it was his livelihood. On the way I met Hazrat Omar (may Allah be pleased with him). He said, you are doing the same.

The work of caliphate cannot continue with business. Let's talk with the Khwaja of Baitul Maal of Abu Obaid. That's it. Hadrat 'Umar (may Allah be pleased with him) talked to Abu Ubaidah. He said, "I am fixing the allowance for you keeping in view the import value of an ordinary emigrant." This allowance is not even equal to the richest person of the Muhajirs. Again, the poorest of the poor.

Thus an allowance was fixed for him. The amount was around four thousand dirhams per year. But when the time of his death drew near, he made a will that he would return to Baitulmal eight thousand dirhams from my abandoned property. When it was brought to Hazrat Omar (may Allah be pleased with him), he said May Allah have mercy on Abu Bakr (may Allah be pleased with him). He left his successors in trouble.
